Finland is in the middle of one of the biggest changes to its gambling laws in decades.
Online casino gambling is still reserved to Veikkaus under the existing monopoly system through 30 June 2027. However, Finland has already enacted a new Gambling Act that will open online casino games, online slots, betting, and online money bingo to licensed competition from 1 July 2027.
Private operators have been able to apply for Finnish gambling licences since 1 March 2026, but those licences cannot be used to offer or market gambling before the new market opens.
This means the legal position for online casinos for Finland depends heavily on the date.
Finland in 2026 is still an operating monopoly, but it is already a licensing market in legal transition.
Are Online Casinos Legal in Finland in 2026?
Yes, but under the current system they may still be offered legally only by Veikkaus.
Until the end of June 2027, mainland Finland continues to operate under the monopoly established by the Finnish Lotteries Act.
Veikkaus retains the exclusive right to organise and market gambling during this transition period. Private operators cannot begin offering online casino games simply because they have applied for or received a licence under the new system.
The operating market therefore remains a monopoly until 30 June 2027 even though the legal machinery for competition is already being built.
What Changes on 1 July 2027?
From 1 July 2027, Finland will move to a mixed gambling system.
Private operators holding the required Finnish licence will be able to offer selected gambling products legally, including:
- online casino games;
- online slot games;
- betting;
- online money bingo.
The change does not abolish the Veikkaus monopoly across every form of gambling.
Instead, Finland is splitting the market into competitive and exclusive sectors.
Products opened to competition will operate under the new licensing regime, while other gambling products will remain reserved to the state-controlled system.
Has Finland’s New Gambling Law Already Been Passed?
Yes. The reform is no longer a proposal or an expected future change.
Finland approved the new Gambling Act in January 2026, with most of the new system scheduled to take effect on 1 July 2027.
The Finnish Government states that the purpose of the reform is both to reduce gambling harm and to improve the proportion of gambling that takes place through services regulated and supervised under Finnish law.
This is why the 2026 position can appear unusual: the new legal framework exists, licence applications are already being processed, but the competitive market has not started operating yet.
Can Private Online Casino Operators Apply for Finnish Licences Now?
Yes. Applications for gambling licences under the new system opened on 1 March 2026.
During 2026 and the first half of 2027, applications are handled by the National Police Board.
Applicants must meet the fitness and propriety requirements set by the new Gambling Act and provide the information required for licensing and supervision.
The National Police Board has stated a target processing time of around six to eight months for licence applications, although individual cases can take longer.
Can a Private Casino Operate in Finland as Soon as It Gets a Licence?
No. This is one of the most important distinctions in the transition.
A licence can be granted before the competitive market opens, but it cannot take effect before 1 July 2027.
The operator must also complete the required technical integration and auditing before providing gambling services.
Licence approval and permission to begin operating are therefore two separate stages.
Which Gambling Products Will Be Open to Competition?
The new gambling licence can cover products including betting and internet casino games.
For casino players, the most important change is that private licensed operators will be able to offer online slots and online casino games from July 2027.
This transforms the legal test for private online casinos.
Until June 2027, a private casino sits outside Finland’s monopoly regardless of any foreign licence it holds.
From July 2027, the relevant question becomes whether the operator holds a valid Finnish gambling licence and complies with its conditions.
Which Gambling Products Will Veikkaus Keep?
Veikkaus will continue to have exclusive rights over gambling products that remain inside the monopoly sector.
These include lottery-type games, scratch cards, physical slot machines, and physical casino games.
The new law refers to this form of authorisation as an exclusive licence.
An exclusive licence can be granted only to a limited company controlled by the Finnish state and operating in the gambling sector. In practice, this means a company within the Veikkaus group.
What Happens to Veikkaus After 1 July 2027?
Veikkaus does not disappear when the private licensing market opens.
It continues to operate the gambling products reserved to the exclusive system.
At the same time, a company within the Veikkaus group can also apply for a gambling licence and compete in the newly opened sectors alongside private operators.
This creates a fundamentally different role for the company.
Veikkaus moves from being the sole lawful provider across the existing mainland gambling system to retaining exclusive control over specified products while potentially competing with other licensees in online casino and other opened categories.
Who Regulates Gambling in Finland in 2026?
During the transition, gambling continues to be supervised by the National Police Board.
The National Police Board handles licence applications under the new Gambling Act during 2026 and continues to supervise the existing Veikkaus monopoly under the old system.
This makes it both the regulator of the outgoing framework and the initial licensing authority for the incoming one.
Who Will Regulate Finnish Online Casinos From July 2027?
From 1 July 2027, gambling licensing and supervision will transfer to the new Finnish Supervisory Agency.
The new authority will supervise both licensed competitive gambling and the exclusive products that remain under the state-controlled system.
This means the market launch and regulator handover occur on the same date.
Operators licensed before July 2027 will therefore apply through the National Police Board but subsequently operate under supervision of the new authority.
How Long Can a Finnish Online Gambling Licence Last?
A gambling licence under the new system can be granted for a maximum of five years.
The licence holder must continue meeting Finnish regulatory requirements throughout that period.
Holding a licence is therefore not simply an entry test. Operators will remain subject to ongoing supervision once the competitive market opens.
Will Gambling Software Companies Need Finnish Licences Too?
Yes, but this part of the system is being introduced later.
A separate gambling software licence will cover activities such as manufacturing, supplying, installing, or adapting software used to provide regulated gambling.
The requirement can extend to systems including:
- random number generators;
- betting software;
- live casino streaming systems;
- gambling transaction software;
- software that determines game outcomes;
- systems used to calculate and transfer winnings.
Applications for gambling software licences are scheduled to open from July 2027.
The software licence becomes mandatory from 1 July 2028. From that point, regulated gambling operators will be required to use covered gambling software supplied through the licensed system.
This means Finland’s reform has more than one implementation date. Operator competition begins in 2027, while the mandatory supplier-licensing layer follows in 2028.
How Do Payment Blocks Work Before July 2027?
Payment blocking remains part of the outgoing monopoly enforcement system until the end of June 2027.
The National Police Board can impose payment blocks against gambling companies that have been prohibited from marketing gambling services in breach of the Lotteries Act.
Payment service providers and virtual-currency providers are then required to prevent covered payments from being transferred to companies on the blocking list.
The restrictions can apply to payment methods including card payments, bank transfers, and virtual currencies.
The existing payment-blocking provisions are transitional and remain in force only through 30 June 2027.
Can Finnish Players Be Penalised if a Blocked Payment Goes Through?
The current payment-blocking rules do not make the player responsible for a payment provider failing to stop a listed transaction.
Finnish police guidance states that payment-blocking obligations apply to payment service providers and virtual-currency providers, and that players are not held liable where a transaction is completed rather than prevented.
This illustrates how the existing system focuses much of its enforcement on gambling supply, marketing, and the financial channels supporting unauthorised operators.
Can Offshore Casinos Legally Target Finland Before July 2027?
No. Until the end of June 2027, Veikkaus retains the exclusive right to organise and market gambling in mainland Finland.
Other operators cannot legally target the Finnish market merely because they hold a licence elsewhere.
An overseas gambling licence does not replace Finnish authorisation.
This remains true even though the operator may already have submitted an application for a future Finnish licence.
What Changes for Offshore Operators After July 2027?
The legal dividing line changes.
From 1 July 2027, private operators will be able to serve the opened Finnish market if they hold the appropriate Finnish licence.
The distinction therefore moves from Veikkaus versus every private operator to Finnish-authorised operators versus unauthorised operators.
A casino licensed somewhere else but lacking Finnish authorisation will still not become part of the legal Finnish market.
Can Private Online Casinos Advertise in Finland?
Not under the current monopoly system.
Until 30 June 2027, companies other than Veikkaus cannot lawfully organise or market gambling in mainland Finland.
That changes when the new licensing system takes effect.
From July 2027, licensed operators will be able to market gambling within the restrictions imposed by the new Gambling Act.
The current prohibition on private gambling marketing should therefore not be treated as a permanent feature of Finnish law.
How Does Self-Exclusion Work During the Monopoly Period?
Under the current Veikkaus-centred system, players can use gambling restrictions covering different parts of their gambling activity.
Available controls can include blocking all gambling, online gambling, slots, or selected categories of games, with fixed-term and longer exclusions available depending on the control used.
These protections operate inside a system where one provider controls the legal mainland gambling market.
How Will Self-Exclusion Change Under the New Licensing System?
The new system needs to work across multiple operators rather than only one.
Finland is therefore implementing a centralised self-exclusion system under the new Gambling Act.
The system is designed to allow players to restrict gambling across services provided by licence holders rather than having to create a separate exclusion independently at every licensed casino.
This is an important structural change caused by competition.
Once several companies can legally serve the same player, a national protection system has to operate above the individual operator level.
How Will Players Know Whether an Online Casino Is Legal After July 2027?
The Finnish authorities have already provided guidance on this.
Legal gambling providers under the new system will display:
- their Finnish licence number;
- identification of the supervisory authority;
- the legal gambling age;
- information about gambling-management tools and sources of support.
For players, the licence number will become one of the clearest ways to distinguish a Finnish-regulated casino from an operator serving the market without authorisation.
Does a Foreign Gambling Licence Count in Finland?
Not as a substitute for Finnish authorisation.
Before July 2027, private foreign operators remain outside the legal mainland market because Veikkaus holds the exclusive right.
After July 2027, private operators can enter, but they must hold the required Finnish gambling licence.
The reform changes who can become legal. It does not turn an overseas licence into automatic Finnish market access.
What Does the 2027 Reform Actually Change?
The most important change is not simply that more casino brands will become available.
It changes the legal principle that determines who may provide online gambling.
Under the old system, legality is based on exclusive statutory rights held by Veikkaus.
Under the new competitive sector, legality will be based on Finnish licensing and continued compliance.
At the same time, Finland retains an exclusive state-controlled sector for gambling products that are not being opened to competition.
The result is a mixed system rather than complete liberalisation.
Finland’s Online Casino Laws in 2026 and 2027
The simplest way to understand the transition is to separate the two operating periods.
Until 30 June 2027
- Veikkaus remains the sole lawful gambling provider in mainland Finland.
- Private operators cannot begin offering or marketing online casino games.
- The National Police Board supervises the market.
- The existing payment-blocking regime remains in force.
- Private operators can apply for future licences, but those licences cannot yet be used.
From 1 July 2027
- licensed private operators can begin offering online casino games, online slots, betting, and online money bingo;
- Veikkaus retains exclusive rights over reserved gambling products;
- the Finnish Supervisory Agency takes over gambling licensing and supervision;
- licensed private gambling marketing becomes possible within the new statutory rules;
- market-wide player-protection systems replace a structure built around a single lawful provider.
Then, from 1 July 2028, the separate gambling software licensing requirement adds another regulated layer to the system.
How Finland’s Online Casino System Is Changing
Finland is no longer accurately described as a country with a permanent online casino monopoly.
The monopoly remains the current operating reality through June 2027, but the law replacing Veikkaus’s exclusivity in online casino gaming has already been enacted, licence applications are already being processed, and the new supervisory system is being built.
The reform does not remove state control from gambling. It changes how that control works.
Some gambling products remain reserved to the state. Others move into a competitive market where private companies can operate only after obtaining Finnish authorisation and connecting to the national supervisory and player-protection systems.
Finland in 2026 is a monopoly market in legal transition. Veikkaus remains the only lawful provider until 30 June 2027, but from 1 July 2027 online casino legality will shift from exclusive rights to Finnish licensing for the products opened to competition, while Veikkaus retains monopoly control over the gambling categories that remain reserved.
